MD PhD, Professor, Director, Medical Management Centre (MMC), ̽»¨¾«Ñ¡. Joined ̽»¨¾«Ñ¡ in 2002 to establish the MMC, as a Guest Professor from 2003 to 2010 and as a full Professor in a permanent position from 2010 onwards. Chair of the Department of Learning, Informatics, Management and Ethics 2011-2017. Active emeritus professor since 2017. Project leader of the follow-up of the Forte research programme Co-care and the Symptomics group at the KI Personalised Cancer Medicine programme.

Specialist in general internal medicine and in addition a qualification in ̽»¨¾«Ñ¡ administration awarded by the National Board of Health to Finnish ̽»¨¾«Ñ¡ specialists. Presented as doctoral thesis in 1981 a systems study of regional service provision in internal medicine. After ten years as a clinician my research and early interest in issues relating to organisation led me to take up an administrative career. 

Worked for the Finnish Hospital League with the adaptation of the International Classification of Diseases, version 9; afterwards responsible for classification issues at the Finnish National Board of Health; Chief mMdical Administrator at the Kuopio university hospital, Finland. Between 1988 and 1992 Professor of Health Services Management at the Nordic School of Public Health; appointed Professor of Health Services Management at the University of Helsinki in 1991, serving in that position until 2010, part-time during 2002-2010. In the period 1997-2002 Chair of the University's Department of Public Health. In the years 2000-2001 part-time Director of the Centre for Health Systems Analysis in Gothenburg, Sweden.

A number of positions at national, Nordic and international level in the fields of public health and health services. Secretary of the Finnish Government Council for Higher Education's Health Sciences Section; and Medical Secretary and Advisor to the Patient Injury Board at the Finnish Ministry of Health and Social Affairs. Chairman of Folkhälsan, a large voluntary organisation that works to promote health among the Swedish-speaking population in Finland and manages the biggest private ̽»¨¾«Ñ¡ research institute in Finland 1998-2019. In 2000-2008 the Board Chairman of the Finnish Institute for Occupational Health.

Member of the Nordic panel of experts engaged by the Swedish National Agency for Higher Education to evaluate undergraduate ̽»¨¾«Ñ¡ training in Sweden in 1997, and in Chairman of the Steering Committee during the Agency's evaluation of undergraduate training in allied health professions in 1999.

Board member of the European Health Management Association between 1989 and 1994, serving as its President between 1991 and 1993. Between 1995 and 2007 Co-Chairman of the International Scientific Symposium at the US National Forum on Quality Improvement in Health Care. From November 2001 to April 2002 co-directed, appointed by the Finnish Government, a review of the need for structural changes in Finnish healthcare. Chair of a Department of Social Affairs and Health task force to improve access to care in the Finnish healthcare system (2002-2003), resulting in a legislation requiring healthcare providers to guarantee access to services within defined time limits.

Principal Investigator of the Nordic Council of Ministers' Patient Classification Project between 1994 and 1997.  Involved in organisational and management development in the field of public health services in a number of Nordic countries. Engaged in the administrative and management training of Finnish doctors since 1976.

Research activities coverd policy analysis in the field of public health services and international comparative studies of public health systems; health care utilisation studies; and evaluation of ̽»¨¾«Ñ¡ technologies and professional practice patterns, health services management, quality improvement and patient safety. Research grants from the Academy of Finland, the Swedish Research Council and the VÃ¥rdal Foundation. Principal investigator of Forte research programmes "Value and Choice" and "Co-care".
